The responsibilities for implementing, interpreting, and enforcing this Regulation should be shared, as appropriate, between several relevant stakeholders within the regulatory framework, including national competent authorities. Therefore, this Regulation should lay down provisions on the governance and enforcement of this Regulation at Union and national levels in order to ensure its correct application and effective enforcement.
