Given the expected limited market value of the AI systems and models concerned, it is appropriate to ensure that the administrative fines to be imposed on providers of general-purpose AI models as well as on providers of AI systems and AI models not qualifying as high-risk remain proportionate and do not discourage their development or use within the Union, while ensuring effective enforcement.
