In order to ensure the effective exercise of the powers conferred on the AI Office by this Regulation, the AI Office should be able to impose fines in relation to providers of general-purpose AI models and of general-purpose AI models with systemic risk that fail to comply with the relevant obligations laid down in this Regulation. Administrative fines should be imposed by the Commission on providers of general-purpose AI models and on providers of general-purpose AI models with systemic risk where the AI Office considers that the penalty would be effective, proportionate and dissuasive.
