Definition of 'provider' for general-purpose AI models

Regulation (EU) 2024/1689 - Artificial Intelligence Act · Preamble

While the primary research on AI models, including on general-purpose AI models, is important and may benefit society, including the persons residing in the Union, and should be supported, the term 'provider', used in this Regulation, should be understood as a natural or legal person, public authority, agency, or other body that, in a commercial context, develops an AI model, in light of that AI model being placed on the market. Placing on the market is understood as making the AI model available for the first time on the Union market against payment or free of charge.
