Given the complexity of certain AI systems other than high-risk AI systems and the need to ensure that those systems are used in a manner compatible with Union law, where the systems may present risks to health, safety, fundamental rights, the environment, public security and democracy, competent authorities should have adequate expertise, sufficient resources and appropriate powers to oversee the application of this Regulation with respect to those AI systems.
